Early this year I was able to recieve a template file as an attachment. Our
Outlook server has been updated, but now I can't get thes attachments. I get
a message saying that the following attachments could be unsafe and have been
blocked. The files are .pst (not the personal files of outlook, but
Powerschool Template) Does anyone know of a way to enable only certain types
of files from being blocked?

Check this article:

But I strongly disagree that you enable pst extension. You can ask
users to rename the extension before sending it to you.
