You don't add different types of member (To, CC or BCC) to a distribution
list. The list gets put in one field of an email item so you can't split it
across types

I have some users that claim they were able to do this prior to Outlook 2003.
I'm also wondering how we can get this to work. For some reason after
migrating to Exchange 2003 and Outlook 2003.. all you get when you click on
"Send Options" is an error message that says Outlook cannot perform the
requested task.

They're either pulling your leg or don't remember what they did.

Create three distinct, non-overlapping DLs: one for the To field, one for
the Cc field, and one for the Bcc field.

Send Options where?
