Last name sort order when beginning a new message?

How can I use the last name to place a name in the To.. box for a new
message? The contacts folder is already sorted by last name, but the
contacts come up sorted by first name when preparing a new email.

Posted tons of times. For Outlook 2002/2003, click Tools>E-mail
Accounts>View or change existing directories or address books>Next. Select
Outlook Address Book and click Change. Set the sort order there.
