Large drive support for Win2K Pro

I was at the computer store the other day and picked up a 250 Gig
drive. Installed it on a machine running Win2K sp2. The machine only
recognizes 127 Gig and I found out I had to upgrade to sp3 to support
48 bit drives. I tried to install the service pack but keep getting
the following error.

"The file c:\winnt\system32\drivers\atapi.sys is open or in use by
another application.

Close all other applications and then click Retry."

I tried installing sp4 but it generated the same error. There are no
other applications running, and I've also shut down most of the
applications in the tray as well.

Anyone here know of a solution to this problem?
