Laptop Mouse Problems (TweakUIXP)

I have a Dell Latitude C840 laptop. I recently tried a feature of TweakUIXP
(Version 2.10.0.0) that comes back each time I restart my laptop. The
problem is the X-Mouse hover "feature." I tried the X-Mouse "Activation
follows mouse (X-Mouse)" and decided that I didn't like it worked. So I
unselected it. However, each time I restart the laptop, the "Activation
follows mouse" feature automatically starts. I can turn it off for the
session I am in, but when I restart it comes back.

Is there a way to permanently disable this feature? I haven't searched for
registry settings, but I'm not sure what to look for.

I still haven't found an answer to my X-Mouse problem. I've looked around
on the web and I found the following information (from
http://www.microsoft.com/mspress/books/sampchap/6232.asp#110 ) :

X-Mouse:
The settings in the X-Mouse category, as described in Table 5-6, used to be
one of my favorite customizations. I liked the idea of windows popping to
the foreground when I pointed at them. It gets annoying after a while, but
it's a novelty you should try because you might like it. Here's more on each
of these settings:


Activation follows mouse (X-Mouse). Gives focus to any window to
which you point but doesn't raise the window to the foreground unless you
check the next option in this list.

Autoraise when activating. Brings the window that has focus to the
foreground.

Activation delay (ms). Specifies the delay (in milliseconds) before
Windows XP brings the window to which you pointed to the foreground.

These settings in the value UserPreferencesMask are bits, which you learned
about earlier in this chapter. The default value for ActiveWndTrkTimeout is
0, but 400 is a more reasonable delay. A higher timeout prevents windows
from flipping between the foreground and background, making this feature
much less annoying and more useful.

What is really strange is that when I delete the "UserPreferencesMask" it
recrerates itself by the time I reboot. I don't know how to turn the "Bit
0x0001" to zero, nor if that will help.
