recently my friend bought a new PC, but when he tried to show language bar,
nothing happened. when you right-click on the task bar, scroll up to tool
bars, and try to find the language bar, it is not shown there, i have tried
almost every possible way to find it, still no luck, i am thinking of
completely reinstalling Windows, but before that, is there any other way to
get language bar to show

Hi,
Have you set it up yet?

Control Panel => Regional & Language Options => Languages tab =>
Details button

Then the Add button to add a language/keyboard layout
Language Bar button and set it the way you want.

Hello again,

Suggest you download this fix:

Kelly's TaskBar Repair Tools Plus
http://www.kellys-korner-xp.com/taskbarplus!.htm

Run the program (there's no install) and click on the 'Taskbar
Problems' drop-down menu. Select 'Remove Specific Toolbar'. Check the
'Language' box and click 'Apply'. Uncheck the 'Language' box and click
'Apply'.

Luck!
