Language Bar Reappears after Reboot

I recently created a new (administrator!) user account for myself, since
the old one was having problems (America's Army game was jerky).

Now I can't make the "Language Bar" toolbar stay OFF after a reboot.

Is this a known issue with a workaround or even solution?

Go to the Control Panel\Regional and Language
Options\Details\Advanced\Language Bar\Uncheck Show Language bar on Desktop

Go to Control Panel\Regional Options\Languages\Details and hit the language
bar button and you will find you can uncheck "show the language bar on the
desktop"

I wonder why the "right-click on Taskbar | Toolbars | Language Bar"
method doesn't work. :-\ A bug in Windows XP SP2?
