Keyboard Oddity - no numpad

I'm sure this is probably a dumb question, but I really have never seen
this before and I'm stumped. I have a client with an XP Pro box, and
numlock doesn't enable the num keypad. These is a soft beep (different
tones for on and off), the led goes on but numlock still does nothing.
I'm *sure* its software related (XP or 3rd party), as the kb works fine
on other machines. Also booted this machine with a knoppix cd and numpad
works fine. So something in XP or some software on top has bypassed
normal numlock operation.
Any Ideas ?

Numlock in BIOS applies whether it is on or off at bootup, however XP
ignores this and sets it a login to whatever state it was in at loggoff
for the user. Setting numlock on or off in BIOS doesn't effect whether
the numeric keypad works or not.
