Keyboard and Safe Mode

My keyboard will not work after I go into Safe Mode With Command Prompt. I
get the cmd window in safe mode but the keyboard will not work. I have to
manually restart. It's a Dell 8400 Dimension desktop. Windows XP Pro.

Are you using a Dell keyboard or a Microsoft Keyboard? If it is the
Microsoft they were known to have that problem. At least I had it. Also
I am not sure if a USB keyboard would work because the drivers aren't
loaded.

The problem that the O.P. has is usually because they are using a USB
keyboard and the complete USB drivers are only loaded in normal Windows XP
start ups. To get this type of keyboard to work in BIOSes, get a standard
PS/2 keyboard and access the BIOS. With the PS/2 keyboard, look for BIOS
setting "Use legacy USB" or "USB Keyboard" setting.
