Version? Right click on a jpeg file and choose Open With. Choose the program
you want and select "always use this program."

What's wrong with opening them in Picture Manager?

They won't open in Pictur Manager either. When Pictur Manager opens but only
a smal X appears in the center of the screen.

Microsoft XP - Outlook 2003. When I right click it does not give me the
"Open With" option - it just says "Open".

Mary forgot to tell you to save it to disk before you use Open With.

Let me guess Outlook 2003? JPEG attachements sent from an Apple user?
I had the same problem recently and in our case it was a problem with
Mac users sending pictures from Entourage. If you have any influence
on the Mac person have them go to Entourage - > Preferences and select
Mail and News composition. The encoding method needs to set to
Windows (Base64\MIME) instead of AppleDouble. The misleading part is
that AppleDouble is listed as working on "all computers." MIME
encoding will not prevent the Mac users from being able to open
pictures sent to them from other Mac users.

Yeah. It is a known issue with KB945432 that MS has still not addressed.
The problem that I have is that my Mac users have to send to both windows and
mac users, so the option of changing the attachment format is a pain. So is
uninstalling the KB from all of my windows users.
