I am trying to view Youtube, and get a message saying either javascript is
turned off, or the newest version of flash is not installed. I have done
both, and still get the same message. What am I overlooking? As far as I
know, my pop-up blockers and fire wall are also turned off.

Never go online without a firewall. The system can be infected within a
matter or minutes.
