java applet wont run at certain website

I have XP pro SP2
This website http://time.gov/timezone.cgi?Pacific/d/-8/java wont show the
Java timeclock.
Do I need to install Microsoft Java virtual machine or Sun Java for this, or
how do I set windows (or IE) to let this work? There is a java folder in
windows, but I'm not sure what it is.

The MS VM is obsolete and no longer supported. Get the Sun version,
that's up to date. The installation routine will make the required
registry entries to let IE know that a Java VM is present.
