its now safe to turn off your computer

Hi.
I have recently installed xp home on a pc that had Win98SE.
I can`t figure out how to have that pc shut down when I
click Start/turn off computer.
I get the "it is now safe to turn off your computer"
message, and then I can shut it down.
How do I change it, so it will just shut down when I click
Start/turn off computer?
Thanks for any help offered.
