Yes. Vista as an OS has been hardened to be more secure, Vista is no longer
letting 3rd parties destabailize in ways that could make it less secure, and
MS is giving you the consumer more control over how much access to give the
programs that you run on your computer (through UAC) so that programs you
don't trust or that don't need full privileges to your system don't get them.
Combined, these things make for a pretty good security situation, IMHO.

Also note though that MS in Vista has the ability sanction which
programs they want to "qualify" and remain hidden and which they want
to prevent. This gives them great control over which "rootkit" type
programs they will allow like Sony's controversial CD copyright
protection scheme, Blizzard's Warden, and most virus scanners. You
can also be quite sure that MS will have its own hidden programs
gathering every bit of information about you that they can. Their
idea of security is making sure they completely control who has any
low level access to the OS. But much like the patriot act, that power
can be greatly abused.
