Is this really an issue with IE?

I am developing a website using basic HTML and CSS with a few images…



I notice when viewing these pages in IE there are white horizontal bands
that momentarily flashes when going between pages…I do not see this in
Firefox.



Have you heard of anything like this happening in IE (I have version 8) and
running XP
