is there a way to use recovery console to disable services and devices
before starting up? Just start with the bare minimum?

By devices I mean the equivalent if disabling them in the device
manager tab as well as disabling the device driver services.

You might try Safe Mode and see if you can get to where you want from
there. For the Recovery Console use the Disable and Enable commands,
use the Listsvc command to get a list of drivers.
