IRQL_NOT_LESS_OR_EQUAL at shutdown

I get an IRQL_NOT_LESS_OR_EQUAL bluescreen error everytime at shutdown on an
XP Pro Service Pack 2 computer. No specific driver is mentioned in the
memory address given in the error code.

I've tried disabling all items in the msconfig startup menu, running in safe
mode, uninstalling all major drivers and having them reinstall themselves,
upgrading all drivers that I could find, and running system restore - which
failed (when does it not?).

I only ever get this error on shutdown, and it is at every shutdown. It
seems to get right to the end of the routine where the machine is about to
shut itself off (or reboot - same thing), then I hear my hard drive click,
pause, and the BOD comes up. The machine runs great otherwise. No hardware
or software issues of any kind. My client takes very good care of the system
- no spyware or unnecessary applications, all updates installed. Never have
an issue until trying to shut down.

I do get several files named DrvLsnr*randomtendigitnumber* created in the
Windows/Temp directory that contain serveral references to a
DBT_DEVNODES_CHANGED broadcast.
