IPSEC Service Error

I have found that my IPSEC Services is not starting and shows an error code
1747 (The authentication service is unknown) when I bring up the service
properties and try to manually start the service. I'm looking for a solution
that windows help and the hyperlink have not been able to supply me. This is
the error as logged:
Event Type: Error
Event Source: Service Control Manager
Event Category: None
Event ID: 7023
Date: 11/22/2005
Time: 1:24:51 PM
User: N/A
Computer: DJ-HOME
Description:
The IPSEC Services service terminated with the following error:
The authentication service is unknown.

The path to the executable (C:\WINDOWS\system32\lsass.exe) is valid and the
..exe file is present. The service description reads "Manages IP security
policy and starts the ISAKMP/Oakley (IKE) and the IP security driver." Under
the "log on" tab I find the box checked to show "Log on as: Local System
account". This error shows that it started on Nov 5 and also has instances
(on that and susequent dates) showing:
Event Type: Error
Event Source: Service Control Manager
Event Category: None
Event ID: 7023
Date: 11/5/2005
Time: 1:47:51 PM
User: N/A
Computer: DJ-HOME
Description:
The Application Management service terminated with the following error:
The specified module could not be found.

I have looked a little further in my computer management console and have
also found (under "security") that the following event is also logged:
Event Type: Failure Audit
Event Source: Security
Event Category: Policy Change
Event ID: 615
Date: 11/22/2005
Time: 1:24:51 PM
User: NT AUTHORITY\NETWORK SERVICE
Computer: DJ-HOME
Description:
IPSec Services: IPSec Services failed to initialize RPC server with error
code: The authentication service is unknown.
.. IPSec Services could not be started.

I don't know how this affects the overall problem but thought I should add
it to the previous post to give a better picture of the problem/s. My cable
connection is obviously working and I have noticed no other problems. The
authentication service is where I seem to lose the ability to follow the
trail to correct the situation.

Start>Run>Services.msc>Ok
Now scroll down to IPSEC Service,double click on that and make sure that
it's startup is set to 'Automatic'.

Been there... done that .. doesn't work. I also noticed that my Remote
Procedure Call uses the same executable (lsass.exe) with the same path and
it is started and running automatically. For some unknown reason, the
"authentication service" appears to be the key here. As already atated, I
have tried to manually start the service and still get the same 1747 error
code decibed below. So what and where is the service authentication service
that is unknow???
