Event ID: 7023, IIS Error

Hi,
IIS-5.1 was working on my XP before but stopped some time ago.
Currently WWW (and FTP also) is stopped and got this event.

Event Type: Error
Event Source: Service Control Manager
Event Category: None
Event ID: 7023
Description:
The World Wide Web Publishing service terminated with the following error:
Not enough resources are available to complete this operation.

I looked at KB-327649 but it didn't apply to my case. (I didn't foind
"Rpc\Internet" key.)
I would appreciate if someone can help me.
