Invisible files in the recycle bin

When I look at the Recycle Bin icon on my desktop it shows that there is something in there. When I go to empty it it asks "Are you sure you want to delete 'WINDOWS'?" When I open the Recycle Bin there are no files in it to restore or delete. I ran McAfee Virus Scan and it did not detect any viruses. How do I fix this situation?

This happens sometimes. Haven't figured out how or why. I
usually delete an unusable (made-up) file and then empty
the recycle bin.
