Interupted shutdown.

Hi
For quite some time, when I asked my computer to shut-down, it would do
just that up to and including shutting off the power to the tower.
Now, after a clean-reinstall of the OS, the shut-down procedure stops
with the appearance of the statement "Your computer can now be safely
shutdown" on the monitor after which I must physically push the
off-button.
How can I get it back to shutting down all the way?

Int HD 80 GB ntfs, non-partitioned
Ext HD 160 GB ntfs, non-partitioned

Thanks for your reply.
Actually, the computer started to shut down normally shortly after I
posted here for reasons I don't understand. Certainly, I hadn't
consciously done anything to encourage this although the fact that I
don't know why things improved probably means the problem could arise
again.
Nevertheless, if it does, the links you provided will help me diagnose
it more thoroughly next time.
