I have Xp Home Wich obviously has IE 6 and SP1. My
account has administrative rights. When I open IE and
choose tools -> Inet options it says:

The operation has been cancled due to restrictions on this
computer. Please contact your Sys. Admin.

But it works fine from The controll panel.

Why?

Never mind I found It. SpyBot Had some switches enabled
disabling thosesettings

I have been having the same problem, here are the
Knowledge Base articles that I found to resolve the
problem.

I have not taken these steps, because it screws with the
registry or you have to find a compress file to replace.

You might try this from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel".
