Internet Options

I just had a factory technician install a new mother board. Everything is
fine except that on the Control Panel the Internet Options screen flashes
briefly but will not come up.

Looking for a suggestion here.

Does it come up when you try from Internet Explorer>Tools>Internet
Options? Are there other Applets that don't work in
Control Panel?
