Internet Network Connections Error - XP

I sometimes need to disable my: always-on Cable Internet
connection, (called Lan/Highspeed Internet, in XP), so that
I can do maintenence on the machine. Normally, I would
just right-click on the connection icon and choose
"disable"...with no problem.

NOW,..I can't get it to disconnect by normal means! I get
this: "Error Disabling Connection" - "It is not possible to
disable the connection at this time. This connection may
have one or more protocals that do not support
Plug-and-Play, or it may have been initiated by another
user or system account."

So, I went into device manager, and even disabled my
network adapters, (which DID "kill" my connection)....but
the screwey thing is, I CANNOT even DELETE the the internet
connection icon to build a new internet connection from
scratch, and....I cannot even build another seperate
connection...because the connection wizzard won't allow
that to occur, when there is already a "connector" present!!!

Any ideas on how to fix this ANNOYING deal???? I have sat
here for days, trying various avenues of approach,....&
research,.....all to no avail.

(My various scanners do not report any present trojans,
virii, bots, spyware, etc)

HELP!!!!!
