Internet Explorer broken?

I think my installation of Internet Explorer, if it can be called that, is
damaged somehow. Some websites don't look right in the Internet Explorer
window, and I cannot access others. This newsgroup, for example, doesn't
work in Internet Explorer, I get the message "Service Temporarily Unavailable
We apologize for this inconvenience. Please try again later." when I try to
access it. I am using Windows XP Home SP2.

I don't use the Windows pop up blocker, because it doesn't really block pop
ups. And I don't have a problem with ActiveX because I can access Microsoft
Update. It looks like the problem's fixed itself, for now, but with my luck
with computers, it will most probably happen again soon.

It is probably the pop-up blocker (Tools>>Pop-up blocker>>Pop-up blocker
settings) or ActiveX settings (Tools>>Internet Options>>Security tab,
select custom level to view specific settings for many controls in
cluding ActiveX).

I don't use IE all that much, but if I recall correctly, the pop-up
blocker will display a bar across the top of the page when it blocks
something. You can click it when it appears and allow pop-ups from the
website you are on (I can't remember what this looks like exactly). If
this is not happening, try changing the ActiveX to a more relaxed
setting, or just change your security level to something lower if you
don't want to try that. Maybe someone with more IE experience than me
can give you a suggested level to set it at if you choose this route.

Woops, just thought of something else. I don't use IE for this site
