Internet Explorer 7 - No Tabs & Menu wont go away

Here is something interesting. I have two XPs with SP2 and the latest
patches. Installed IE7 on both yesterday. On one it works perfectly
fine as is.

On the other:

1. On the bars when I right click there is no option to turn the menu
bars on and off and when I go "View Toolbars" and then click on the
menu bar item which is checked, it will remain checked. So I can't
make the menu bar go away.
2. Tabbed Browsing is turned on but I can not see any tabs and I can't
get them to work. I have tried turned them off, restarting IE,
turning them on, restarting again. No help.

Again on on XP it works fine, on the other it doesn't. My guess is
something is installed on the one that doesn't (program, service,
driver, who knows what) that is interfering.

(P.S. - thoroughly checked for viruses, trojans, etc.)

Any ideas?

Have you tried uninstalling and then reinstalling IE7?
