Internet Explorer 6 won't display correctly.

I am working as an IT guy at my workplace, and I have just encountered
a problem with Internet Explorer 6. My boss, while browsing the
internet, is unable to see a good portion of menus and other background
images. Some come up, but the general majority of them are just blank
spaces. All picture files load just fine, and Java seems to be working
correctly. I got on my laptop, and compared the settings, both are
running XP PRO SP2, all settings matched to the letter, still didn't
work. So I updated to IE 7.0, still didn't work, it displayed the exact
same thing. I uninstalled Internet Explorer, then reinstalled, still
didn't work. I installed Firefox just to see if it was an IE thing,
Firefox is doing the same thing (I did not import anything from IE at
the Firefox install.) So now I am left with the option that it has to
be a Windows setting. I would really hate to have to backup all of his
files to reload the OS for this, please help.

Hi,
Go to Control Panel> Accessibility> Display. Make sure that "Use high
contrast" is not checked. Click on Settings and uncheck "Use shortcut" to
disable the keystroke shortcut which can be invoked inadvertently.

The other possibilty that comes to mind is a third-party security program,
firewall, security suite, ad-blocker, etc.
