internet access

I am having a problem connecting with the internet after changing the user
status from admin. to limited for a family member. The program starts but I
don't see the home page web address in the url spot then the program just
closes out. I hope this is a simple protocol I have overlooked. Any help
would be appreciated.

Can you ping a pubic IP address? Or posting the result of ipconfig /all here may help.
