Intermttant access to inbox

I have weird issue, sometmes Windows Mail works fne ie, send recieve etc. The
next minute it won't allow to send or recieve emails. and although you can
see the"Inbox" and subfolders, when you click on them the email are not
visible.

Any ideas ?
