Intermittent Boot Failure?

We are seeing an unusual problem with one of our new systems. The problem involves an intermittent boot failure, where the normal XP splash screen displays (the one with the 4 blue boxes moving from left-to-right), and after a few seconds of the splash screen being displayed, the system will suddenly reboot. This causes the subsequent boot to state that Windows was improperly shut down, and a safe-mode boot is the only way to get Windows up. After safe-mode is shut down, Windows will boot normally.

I would generally think that the problem is:
1. Virus-related. However, in this case, that is impossible as it's not been on the web, not have any other disks (apart from the OEM Windows CD) come in contact with the system.

2. Hardware Problem. I have swapped out the following components:
a) Motherboard (Intel D865PERLL)
b) RAM (1 GB Kingston)
c) Graphics Controller (ATI Radeon 9200)
d) Power Supply (300w...)
e) Hard Drive (200GB WD)

Despite these efforts, the intermittent failure remains. Seems to be more prevalent on the reboot after software installation/ registry editing is done. Problem has been observed on both cold and warm reboots.
