Installing Windows XP

My harddrive failed. I installed a new hard drive. I tried installing Windows
XP Home (OEM). I keep getting this error:

Fatal Error: sxs.dll
Syntax error in Manifest or Policy File " D:\i386\asms\600\msft\\windows
file\controls\controls.man" on line 0

Installation Failed: D:\i386\asms
Error Message: Manifest Parse Error: Invalid at the top level of the document.

Fatal Error: 1 of the components that Windows need to continue setup could
not be installed. Manifest Parse Error: invalid at the top level of the
document.

I cannot get anyway with Microsoft tech Support. Please help.

You may need to use the new drives OEM partitioning & formating tool to first
create a C: & D: partition.. The D: partition may only need to be 3-5GB's or
what the original recovery partition was on the old HDD.. In other words if
you created one large C: partition and the OEM setup is trying to create a D:
recovery partition as part of the OS re-installation process, it may not have
the ability to do so..?

There are several possible causes. Is the XP installation CD an original or
a copy? Is the new drive formatted? Here are some Google groups links
