Installation error message "internal error 2232"

At the moment I am unable to install any new programs that use an
InstallShield wizard for the process. Towards the end of the process when the
wizard reaches the "Removing INI file entries" process an error message
appears that says "internal error 2232" followed by some other text that
refers to INI files that the wizard cannot locate. This causes the
installation to fail.

I'm running Windows XP Home SP2 and all current updates from MS have been
downloaded and installed.

If any of you have any suggestions as to why this error message is appearing
and anything I can do to solve it I'd be very grateful.

Thanks for the suggestion, unfortunately I haven't been able to find
anything of use there. I've also tried the MS Knowledge Base and the MS
Product support site with no success. If you or anyone else has any other
suggestions I'd be grateful.
