Install shield does not load (for ANY game)

The subject pretty much says it all but to elaborate i have tried installing a couple games on my computer (several which have been on there before) and the install shield (just loading it, not actually installing the game) either gets stuck at 99% complete or gets to 100% and then the program shuts down. The last game i installed correctly was neverwinter nights; since then i have had this problem.

I did a knowledge base search for Install Shield and couldn't find anything
directly addressing your problem. It sounds like install shield or one of
it's registry entries may have been damaged. First make sure you are
running as an administrator on the computer when you install the software.
Turn off any active anti-virus software too. Then try installing your
software.

Unfortunately Install Shield 2.0 ships natively with Windows XP so I don't
think you can reinstall with this package.

Additionally, you can delete that file and have it restored all you want,
but if Services in Control Panel/Administrative Tools/Services have been
"tweaked" according to a couple web site recommendations installs fail.
Check to make sure Cryptographic Service is started and running.
