install device on standard user privilege

Hello,

I have to put my Domain Users in local administrator because I had this
problem :
My domain user can't install drivers on there machine even if by gpo, i push
the following local policy in security option :

Devices: Prevent users from installing printer drivers > unactive
Devices: Unsigned driver installation behaviour > silently succeed

Is there something else because when they plug the printer, a windows ask
them user and admin password.

You can preinstall the driver in admin context for the user. When the
driver is not signed or not an inbox driver (included in drivers.cab) Plug
and Play setup required admin access to proceed.

I don't understand why microsoft included in local policies :

Users can add printer drivers if they download them with a printer
connection or when the drivers are located in drivers.cab and Plug N Play
setup will install them. I've never seen user interaction during a Plug N
Play event succeed for any user other than admin as far as print drivers are
concerned.
