Inserting video clips in Front Page 2003, video option shaded

I have Front Page 2003 and have created a family website. I have some video
clips that I have created in both MPEG-1 and WMV format. When I try to go to
INSERT>>>PICTURE>>>VIDEO the "VIDEO" option is shaded and I cannot select it.
How do I insert a video clip and why is this shaded?
