insalation interrupted- temp file problem

Hello
When I unzip and try to install some programs my computer stops it with this
pop-up notification;

-- D:\DOCUME~\BRUCEM~1\LOCALS~\TEMP\
A temporay file needed for initialization could not be created or could not
be
written to. Make sure that the directory path exists, and disk space is
available.
Choose 'Close' to terminate the application.

How do I fix this?

Have you tried clearing the %Temp% folder?

I clear temp files and clean out my computer all the time. Something is not
allowing a file to do what it needs to in the certain temp file. It could not
find or create the mystery file in order to finish the installation of the
program.
This only happens to very few insallations, only 2 or 3 lately.
If you can think of a solution I would appreciate hearing from you. Thanks

Is it a ZIP file from which you're extracting the setup file? And, is it a
16-bit application?
