Increasing the volume of a .wav file

I have a .wav file that I want to increase the volume of. I tried opening
the file in Sound Recorder and editing Audio Properties, but the volume
property was already at the max. Is there a way to increase the volume of
the individual file without buying any third-party software? Any help would
be appreciated. Thanks.
