Incorrect page numbers in TOC after saving as Template

1. Create a document with TOC
2. Save as MS Word template
3. Close and reopen the template
4. All the page numbers in TOC get reset to 2 or 3 (depending on the first
page number in the TOC)
5. Pressing F9 does regenerate the correct page numbers.

But if I want to upload the template into source control it will always have
incorrect page numbers. Can someone please help? I have MS Word 2003.

Does the template still contain the content to which the TOC is linked?

They correct themselves after pressing F9. But the point is I can never
generate a template on my machine with correct page numbers. Also if I open a
template that someone else has sent, again all the page numbers are incorrect.
I am ok regenerating numbers but it is very hard when you have to design
templates and share them with a group and expect everyone to update page
numbers.
Is there any patch I can apply to fix this issue? Furthermore there are
several users of MS Word 2003 (even at work) and most of them I know don't
have this issue.

I'm curious about what sort of "template" this is that is apparently being
used as a document. My idea of a template is a framework to which you add
content; this would change the TOC to begin with, so of course it would need
updating.
