TOC in templates

I've made a document template that includes a TOC, which lists all the
sections included in the document that a new preparer needs to address.
(This is to make the template usable for inexperienced Word users.) When I
open the original template, the page numbering in the TOC is fine (pages from
1 through 8). When I open a new Word document with the template, all the
page numbers in the TOC automatically change to page 3, which is the page the
TOC starts on. Any ideas on how to fix this? I'm using Office 2003.

There is no way the TOC can be correct until the document contains content
to base the TOC on. The TOC will have to be updated after text has been
entered.
