incorrect encoding

I'm using IE 6 SP1 with the Windows XP Multilanguage Pack
(Korean) installed. I primarily work in English and have
the language support because occasionally I have to
view/write documents that are in Korean.

Whenever I view pages with IE however, it auto-detects the
encoding as Korean and I end up manually having to change
the encoding on every page. I was wondering if there was
a way to default the encoding to "User Defined"
or "Western." I have only English listed under then
Options->General->Language setting. Is there some way to
change the way IE goes about auto-selecting an encoding
for pages that don't specify language? Perhaps something
in the registry? Thank you.

Tools | Internet Options | Languages button
Move English to the top.
