Inconsistent rule behavior moving files "sent through this account

I have created rules to move a copy of outgoing e-mails sent through specific
accounts to specific folders. The rules behave very inconsistently. For
example, I may send two IDENTICAL e-mails in a row (to the same addressee and
throught the same account) and the rule will work on one but not the other.
These are client-side rules since they relate to POP3 accounts. I have tried
deleting and recreating these rules (in case the rules were corrupted) but am
seeing the same behavior.

I am running Outlook 2003 and am accessing 4 accounts (one on an Exchange
server, two POP3 and one MAPI (MSN/Outlook Connector). I have four rules
enabled at present: two which act on incoming mail (and should have no
effect on the rules described above) and the other two mentioned above that
check for mail being sent through either of my two POP3 accounts and then
move a copy of the sent mail to a folder. I am using an .ost file (rather
than a .pst file) to store my local Outlook copy.

UPDATE:

Oddly, I discovered that this behavior only occurs with a POP3 account that
is set to my default mail account. If I change my default mail account to be
my Exchange account, then the rule seems to work properly on both POP3
accounts. Maybe this is a bug?
