Incoming connections blocked, but not firewalls enabled

Hi,

I've had no end of trouble trying to figure out why incoming
connections are blocked. I have disabled the Windows Firewall. I
have also uninstalled Windows Live OneCare.
However nothing I try allows incoming connections.
Is there someway to check in the registry there is the remains of a
firewall that I could remove by hand?

Maybe uninstalling and reinstalling SP2 could fix the problem. But
last time I did that, lots of programs weren't happy and I had to
reinstall lots of things. There must be a better may of fixing this.
Is there some way to reinstall the TCP/IP stack or something?

To test incoming connections I have tried pinging my computer from
another computer, but there are no ping replies. I can however ping
other computers.

Ok after 5 hours I managed to fix the problem.
I think my Winsock stack or whatever was a bit corrupted, who knows.
But following these instructions worked:

Interestingly enough following the instructions for Service Pack 2
didn't fix the problem. So I had to go down the deleting Winsock
registry entries and then reinstalling TCP/IP

Alas, I have not fixed the problem. Every time I reboot. Incoming
connections are blocked and I have to go and delete the winsock
registry entries and then reboot and then install tcp/ip again.

Does anyone have any idea why this would happen? I don't recall
installing any new software lately.
