One common cause for such an error is using a connection to the server
that goes through another internet provider's equipment. Connections to
port 25 are often blocked at the boundaries between the internet
providers, to avoid spammers.

Another is not having the part of the account that refers to the
outgoing email server set up correctly. You'll need to ask your
internet provider for the instructions to set up an email account
to check this.

Some antivirus programs cause problems with Windows Mail, so which
if any such programs are you using?

to a different network. That is not allowed. If you will identify who
your ISP is, we can give you some workarounds.

McAfee...Could it be that I'm in a hotel room and there server isn't letting
me out? I swear I sent messages last week.

If you're not getting an error message, then you're not likely to have
the same problem. Can you move or delete the messages in the Outbox?

you would see error messages when sending.

nothing....something else must be wrong I am receiving emails fine, just

I was just in a hotel a few days ago and it was FINE as well; this just
started as soon as I returned... How do I know who my ISP is>

"ISP" is the Internet Service Provider whose network connects
you to the Internet.

Different hotels have different Internet providers. Are you at the
same hotel as before? Do you have a home ISP?

If all else fails you can send with webmail using a Hotmail, Yahoo,
Gmail, or your home ISP account.

Which antivirus program are you using?

OK, so RCN is your home ISP. Unfortunately that is not helpful
for use on the road, because (AFAIK) RCN doesn't offer alternate
SMTP ports (other than #25).

As a workaround, you can use RCN's webmail to send email
while away from home:

Good call on the deleting messages out of outbox. i COULD DELETE ALL BUT ONE. hOW DO i GET THAT oneOUT OF THERE? Could that be my problem?

Email scanning should be turned off in any anti-virus. Also exclude EML
files from the scan. It provides no
protection not provided by the regular resident protection.
Besides that, McAfee and Norton are not compatible with Windows Mail and
Outlook Express and should be uninstalled.

Yes, or perhaps their internet provider's network isn't letting you out.

McAfee antivirus programs are known to cause problems with
Windows Mail if they are installed at all, even if you don't run them.

If you have a message stuck in the Outbox, use the Microsoft fix:

"Messages may be stuck in the Outbox when you use Windows Mail on a
computer that is running Windows Vista"

That page offers two download options. Unless you know for sure
you have 64-bit Vista, use the 32-bit option.
