1. You're using Windows Mail, not Outlook Express, in Vista.

2. Are you a Yahoo Plus subscriber?

First of all, to use the POP protocol with Yahoo you must have a
paid "Mail Plus" account, see:
http://help.yahoo.com/l/us/yahoo/mail/original/mailplus/overview/index.html

Your first error message pertains to sending. The port number should be
465 instead of 464. Also, the SSL option needs to be enabled.

The second error message pertains to receiving. Enable the SSL option.

The complete settings for that service are documented here:
http://help.yahoo.com/l/us/yahoo/mail/original/mailplus/pop/pop-14.html

The settings depend on who your mail service provider is. So, who
provides your email service? Or to ask that question another way,
what is the part of your email address after the @ symbol?
Your mail service provider will typically have a web page that shows how to
set up an email program. If you need more help, tell us the name of
your email service provider. If you currently don't have an email address,
we can help with that also.
