if to build a DC at remote subnet

Currently the computers at the remote subnet are standalone computers,
how can I make them jion the central domain without building a DC at
this sub-net?

Secondly, if I have to build a server as a DC in the remote sub-net,
when I use DCPROMO, how to make sure it communicates with DC at the
central network.

All you need is a routed connection. If it is a fast link or you hafe just a
few computers, you can use the remote DC. If it is a remoted site over a
slow link, you'll need a VPN or dedicated WAN connection and likely a DC
on-site. You can control replication by designating sites in active
directory sites and services and specifying a custom replication schedule.

Fully VPN'ed envrionment, when I join a remote computer to the central
domain (no local DC), it is complaining about could not find domain.

What could be the cause?

This is most likely because it is not using the domain DNS server. There are
several ways to accomplish this depending on whether your VPN is a hardware
solution or a Windows VPN. Try listing your AD DNS server as the primary and
the remote site's ISP's DNS server as the secondary.
