ie6 toolbars won't hold position

I am so frustrated! This problem with IE6 has just started after my last
update, security reasons. I move my toolbars around to where I WANT THEM.
Then I lock the toolbars, and close IE. Next time I log on, all is fine.
When I shut down or reboot XP, and open up IE6 again, the toolbars have
moved back to the default location, and if I haven't locked them in place
before I shut down, they are now locked. WHAT????
I have removed all third-party search programs & browser enhancements, and I
have unchecked the "allow third-party ad-ins" in the options box. I have
anti-virus, and spyware/spysweep software.
Please help.

latest updates had some bugs. we are waiting for patches.
try uninstalling the 5 critical updates one at a time and
see if improves and sweep for spyware with spybot or
ad-aware and do a virus scan.
