IE6 SP1 with all Patches

Issue:

I am using HP Photo and Imaging software with acquiring
the errors below. I believed that I have narrowed the
problem down to IE 6 patch upgrades and permissions
problems within the register key's. I have noticed in
some of the permissions directories in regedit "CREATOR
OWNED" user and a change to the "Allow" permission does
not keep.

I have installed the software at least three times and
performed a number of the fixes that HP has suggested. I
have now narrowed the issue down to, I think?, to
registry entries and how the software executes with
specific permissions.

The file is present as indicated below but you will see
that the "l" in "scan.htm" has been truncated. I believe
that the last charter is getting chopped of when being
passed to IE 6. There is another program in the same
bundle that has the same issue but with a different
file. It too is getting truncated.

During this research I thought back to a issue I had with
MS Money 2003 where the help file calls to home, through
IE, to bring up dated help files back to the client.
Nothing would display and seemed if the proper URL
address didn't get transferred like this script execution
issue.

Note: I am very skeptical about a IE 6 patch called
Q828750.

If i need to de-install IE 6 and re-install, please send
pointers to the instruction set. I have too many hours
in on this problem in the last two day's.
