"#Hewlett-Packard#hp psc 1200 series#1093047814"

on a client's machine, the above gets installed into the Task Scheduler by
the HP PSC1200 series setup

One post in Google suggests it is associated with registering an HP product.
Have you registered all your HP products?

Francis,

It's HP's spyware after installing the printer/scanner software. MB's are
used up after installing.

ummm, take another look at the above link, google will refer back to *this*
discussion we're having right now!

yeah, i've tried googling it already... the links that came up were useless,
same for the other popular search engines.

from what i've read so far, which is minimal and far from authoritative,
hpqfrucl.exe is conjectured to be HP spyware, whatever that means, although
it's true that HP printer drivers really suck. i can see no good reason why
HP would install spyware on user's systems... to what end?
