IE6 disables windows sounds on Win2k

Hi,

eerie problem:
noticed recently:
When starting my Win2k SP4 PC, all audio is fine. However after
starting IE6 (SP1 full winupdates) windows alert sounds stop but not
other audio (i.e., no more link clicking sounds, message boxes alerts,
browsing clicks etc, but an MP3 plays fine)

any hints...
I don't have any special Audio drivers (had TotalRecorder but removed
it, problem remains).

PC is Intel D850MV, Pentium4, 512MB, which has onboard audio (soundmax)

all propely installed (seemingly. I reformatted the PC recently and
reinstalled the intel drivers CD)
Audio hardwarwe is set to "use only preferred devices"

tried running sfc.exe and then qfechec.exe; repairing Ie6,
and reinstalling audio drivers. no luck

to be clear, the problem is that an mp3 or video file will play audio,
but if I go to control planel, sounds, and try to play any windows
sound (like start) the play button presses but nothing happens. (no
error).

thanks
