Double-click the speaker icon in the notification area, and make sure
Wave sounds are selected for Playback.

That's the Notification area, also called the tray area. If the speaker
icon (volume control) is grayed out in the Sounds and Audio Devices,
Volume tab, you probably need to reinstall the sound card drivers, to
get the volume control.. But, to check whether the wave sounds are set
to play, go to Control Panel, Sounds and Audio Devices, Volume tab, and
click the Advanced button.

You probably need to reinstall the mixer devices drivers for the sound
card. That's what's needed for the volume control.

Here's a suggestion.. the thread was missing, so I don't know who to
attribute it to:

"I found a great program that loads a volume control in the task tray.
To download this utility, click on
http://glorysoft.omsk.ru/vlt_download.html
and select the latest version to install. It works great and you can
always rely on having volume control in your task tray. Basically this
was the only alternative fix I can find to work around the Windows XP
glitch."

Lightning damaged my onboard card, (must've come through the power
pack!) I added a Sound Blaster Audigy card, and its software added its
own version of the volume control. You might look in the Start Menu for
a control panel for your sound card.
